Customs systems: expansion with the new functionalities
Asseco Lietuva (Asseco Lithuania) together with partner Asseco Poland S.A. completed the project of developing and expanding a Single Window System (VLS) and Customs Permit System (MLS) of the Customs Department in Lithuania. Currently, VLS and MLS systems are deployed in a production environment and maintenance services of these systems are provided. The VLS and MLS systems are subsystems of the Customs Information System for providing electronic services based on a single-window principle. The main functions of the VLS and MLS systems are: issuing customs permits, providing to the external user information related to import, export and transit formalities and submission of customs declarations through a single access point, data exchange with other subsystems of the Customs Information System and external information systems.
The main tasks of the project: development and expansion of the VLS and MLS systems by using modern data and information accumulation, analysis, management and exchange methods and tools, creation of the new functions and possibilities, ensuring an uninterrupted, stable and efficient operating of these systems, also compliance with the legal acts of EU and the Republic of Lithuania, customs requirements and compatibility with other subsystems of the Customs Information System and external information systems.
Works performed during the VLS and MLS development and expansion project: expansion of a functionality allowing users to access the customer portals of the Customs declaration processing system (MDAS) and the National Transit Control System (NTKS) from the VLS portal and providing personalized reports; development of a functionality allowing access from the VLS portal to other, non-VLS customs electronic services; development of a functionality for managing customs electronic services in the VLS portal; also updating and development of the new functions for data exchange with the subsystems of Customs Information system, other customs and external information systems; transformation of a functionality of authorization and authentication of VLS external users; creation of MLS system allowing individuals to apply for customs permits.
Asseco Lithuania has been developing the single-window systems since 2011. Among the most interesting projects are: Information system for construction permits and state supervision of construction (Infostatyba), Information system of preparation of land use planning documents (ŽDRIS), Public and administrative services portal and analytical information system (PASIS), Integral information system of administrative services (IAPS), development/modernization of a single-window information system for several municipalities.
